Blizzard rolled back its own racial rework a week before launch, and kept one change

Nine days before launch Blizzard published a final racial pass that partly reverses its own October rework. Orc Savage and Dwarf Earth Fury are removed, Command returns for Orc pets, and Artisan's Precision takes the Dwarf slot. Human Ruthless halves to 1% crit while The Human Spirit doubles to 10%, Tauren Plainsrunning doubles per stack but loses its mounted bonus, and the Skyborne cooldowns are cut with a new hour-long buff for using them at the right spot.

Nine days before launch, Blizzard published a final pass on racial abilities — and it undoes a good part of the rework it shipped on October 15.

Why they changed course

Blizzard states the reasoning plainly. Some of the new racial traits felt too generic, while others were objectively stronger than their counterparts. The final pass prioritises racial identity, which means they are deliberately accepting that some races will be slightly better at certain combat roles.

And where they had replaced a role-focused or class-focused racial with a generic one, they are rolling that back.

The two removals, and what takes their place

These are the headline changes, because both were introduced in the last pass and are now gone:

Removed Replaced by
Orc Savage (1% crit) Command returns: Warlock and Hunter pets deal 5% more damage
Dwarf Earth Fury (2% crit damage and healing) Artisan’s Precision: 1% hit chance with spells and attacks

Command coming back is the clearest example of the stated principle. A flat 1% crit for every Orc is generic; a pet damage bonus is an Orc Warlock and Orc Hunter racial, and it points the race at something.

Artisan’s Precision is the same move in reverse for Dwarves: hit chance matters most to the specs that live at the hit cap, which gives the race a reason rather than a rounding error.

The retuning

Race Change
Human Ruthless cut to 1% crit (was 2%); The Human Spirit raised to 10% Spirit (was 5%)
Tauren Plainsrunning now 2% per stack to a 60% maximum (was 1% to 30%), but no longer increases mounted speed; Endurance back to 5% Health and nothing else
Orc Blood Fury cooldown back to 2 minutes, reversing the rise to 3 from the last pass
Troll Berserking duration up to 15 seconds (was 10)
Undead Touch of the Grave’s hidden internal cooldown down to 15 seconds (was 25)
Skyborne Wind-Blessed Haste cut to 2% (was 3%); Read Leyline cut to 50% regeneration on a 15-second duration; Skysight raised to 15% speed

Two of those are bigger than they look. Tauren Plainsrunning doubling to a 60% cap is a serious on-foot travel racial, and losing the mounted bonus is the trade: it rewards the levelling character, not the one who already has a mount. And Endurance losing its hit and critical damage modifiers means the Tauren kit is now movement plus health, not a quiet stat stick.

The Skyborne get a reason to visit specific places

The most interesting mechanic in the notes. Both Skyborne actives were cut, then given a way to earn the old value back:

  • Read Leyline now gives 50% Mana and Health regeneration for 15 seconds. Use it at a ley line and you also get Attuned for one hour, which raises it back to 100%. It cannot be used while Innervate is active, and Innervate replaces it as the stronger effect.
  • Skysight now gives 15% movement speed for 15 seconds. Use it at an elemental convergence and you get Charged for one hour, raising it to 30%.

Both buffs survive death and are removed when you enter a raid. That last clause is the design in miniature: the hour-long version is for the open world, and raids get the baseline.

The one thing that is not coming back

The weapon specialization racials — Human Sword Specialization, Orc Axe Specialization — stay gone, and Blizzard gives a reason worth quoting in substance: however strong the fantasy, it is not healthy in the long run for future raid and dungeon loot tables to be evaluated through the lens of “required” weapon types.

That is a statement about the next several years of itemisation, not about this patch. In Classic, a Human rogue’s sword skill quietly decided which drops mattered for twenty levels.

One caveat, and it matters this week

None of this is in the client yet. We read the shipping build, 1.60.1.70707, and its racial tables still carry the old tooltips: Ruthless still says 2%, Savage and Earth Fury still exist, Plainsrunning still reads 1% per stack to a 30% maximum.

So these are announced changes waiting on a launch-day build or a server-side switch, not something you can verify in game. If you are picking a race during name reservation this week, choose on the notes rather than on the tooltip — and know that our race pages now show both, with the announced value in the note under each ability.
