Theorycrafted before the WoW Forever beta (September 17, 2026). The leveling plan follows the proven Classic leveling builds, the talents use the pre-release WoW Forever trees on this site, and ability levels quoted from Classic may differ in Forever. Expect updates once the beta is testable.
Overview
Levels 22–60 · Frost Mage, solo questing and grinding.
AoE grinding is the fastest way to level a mage when you have room to work: gather a pack of melee mobs, drag them into overlapping Blizzards and finish them with Frost Nova and Cone of Cold. It follows the classic AoE Frost leveling path (Improved Frost Nova, Permafrost, Improved Blizzard, Frost Channeling, Arctic Reach, Ice Block, Cold Snap, Improved Cone of Cold, Ice Barrier). The WoW Forever version is stronger in two ways: Improved Blizzard slows by 65% instead of 30%, so a pack barely moves while you channel, and Fingers of Frost procs from Blizzard’s chills, turning your next Cone of Cold into a shattered crit. The guide starts at 22 because that is when Improved Blizzard is complete; levels 10–21 are spent on talents that already help normal questing, so quest until 22 and start grinding once the third Improved Blizzard point is in.
Why this build
- Fastest experience per hour on open packs of melee mobs, even in quest greens.
- Pack control. A 65% Blizzard slow, Permafrost and Frost Nova keep five or more mobs away from you for a full kill cycle.
- Cheap on mana for the damage thanks to Frost Channeling, and Ice Barrier stops damage from breaking your channel.
- Great for spell cleave groups in dungeons: the same talents are what a Blizzard group needs.
Weak spots
- Only works on melee mobs without fears, knockbacks or ranged attacks. Casters and runners ruin a pull.
- Unforgiving. One resisted Frost Nova on a big pull can kill you; Ice Block and Cold Snap are not optional.
- Contested spots are slow. Other players tagging your pack or fighting in your kiting path break the rhythm; move to a quieter camp.
- Weaker single-target than the Shatter guide for quests that ask you to kill one elite or a caster.
Talent order by level
One point per level from level 10 to 60. The talent tree above shows the finished level 60 build; use the level slider to see it at any level.
- Levels 10–14 · Elemental Precision 5/5 — +5% hit with Frost and Fire spells at 5/5. A resisted Frost Nova on a pack is the most common way to die, and it also helps your Frostbolts before 22.
- Levels 15–16 · Improved Frost Nova 2/2 — 4 sec shorter Frost Nova cooldown, so Nova is ready for each Blizzard cycle.
- Levels 17–19 · Permafrost 3/3 — Chills last 3 sec longer and slow 10% more at 3/3, which keeps Frostbolted and Cone of Colded mobs from catching you.
- Levels 20–22 · Improved Blizzard 3/3 — Blizzard chills everything inside it for a 65% slow at 3/3. This is the whole build: take all three points as soon as the row opens.
- Levels 23–25 · Frost Channeling 3/3 — 15% cheaper Frost spells and 30% less Frost threat. Two full Blizzards per pull cost a lot of mana.
- Levels 26–27 · Arctic Reach 2/2 — 20% more Blizzard range and a 20% wider Frost Nova and Cone of Cold radius: hit the whole pack from further away.
- Level 28 · Ice Block 1/1 — Gather a pack, Ice Block while they stack on you, then Nova and Blizzard. Also your emergency exit.
- Levels 29–30 · Piercing Ice 2/3 — +6% Frost damage on Blizzard, Frost Nova and Cone of Cold.
- Level 31 · Cold Snap 1/1 — Finishes the cooldowns of your other Frost spells: a second Frost Nova or Ice Block in the same pull, and the way to Ice Barrier.
- Levels 32–34 · Improved Cone of Cold 3/3 — +35% Cone of Cold damage at 3/3, so one or two Cones finish a pack that Blizzard left low.
- Level 35 · Piercing Ice 3/3 — finish the talent.
- Levels 36–39 · Ice Shards 4/5 — Doubles the critical strike damage bonus of Frost spells at 5/5, which makes every Blizzard tick and Cone of Cold crit count.
- Level 40 · Ice Barrier 1/1 — Absorb shield before the pull. While it holds, damage cannot interrupt or delay Blizzard.
- Level 41 · Ice Shards 5/5 — finish the talent.
- Levels 42–43 · Frost Warding 2/2 — 30% more armor and resistances from Ice Armor at 2/2 for the stray hits every big pull brings.
- Levels 44–48 · Winter’s Chill 5/5 — Every Frost damage spell applies Winter’s Chill, so Blizzard stacks up to 10% extra Frost crit chance on the whole pack.
- Level 49 · Ice Lance 1/1 — Required for Fingers of Frost, and a quick instant finisher on a frozen straggler.
- Levels 50–51 · Fingers of Frost 2/2 — Blizzard’s chills proc it constantly: your next spell treats the target as frozen, so Cone of Cold benefits from Shatter without spending Frost Nova.
- Levels 52–56 · Shatter 5/5 — +50% crit chance against frozen targets at 5/5: Frost Nova the pack, then Cone of Cold for big crits.
- Levels 57–59 · Frostbite 3/3 — Chills get a 15% chance to freeze at 3/3. With Blizzard chilling every mob, frozen mobs stay inside the storm and feed Shatter.
- Level 60 · Improved Frostbolt 1/5 — The last point shaves a little cast time off Frostbolt for pulling single targets and questing.
Key levels
- Level 20 · Blizzard, Blink and Mana Shield are trained. Improved Blizzard starts; practise with two or three mobs only.
- Level 22 · Improved Blizzard 3/3: the 65% slow keeps a pack inside the storm. Start real AoE pulls.
- Level 26 · Cone of Cold is trained and Arctic Reach widens it: Frost Nova, Blizzard, Cone of Cold becomes the finish.
- Level 28 · Ice Block: gather a pack, block while they stack on you, then Frost Nova and start Blizzard.
- Level 31 · Cold Snap: a second Frost Nova in the same pull when one mob is resisted or a pack is bigger than planned.
- Level 40 · Ice Barrier before every pull: no interrupted Blizzard channels.
- Level 48 · Winter’s Chill is full: Blizzard stacks 10% extra Frost crit chance on every mob in the pack.
- Level 51 · Fingers of Frost: Blizzard’s chills proc it constantly, so Cone of Cold can hit as if the pack were frozen.
- Level 56 · Shatter complete: every Frost Nova on a pack sets up double-damage Cone of Cold crits.
How to pull and kill
- Buff Ice Armor, Arcane Intellect and Mana Shield, then Ice Barrier from 40. Start with full mana: a pack that survives your mana bar is a death.
- Gather the pack on your mount or on foot, running in a circle so the mobs stack behind you. Only pull melee mobs; leave casters out.
- Frost Nova the stacked pack, walk out to maximum Blizzard range (Arctic Reach helps) and channel Blizzard on them. Improved Blizzard keeps them crawling.
- When they reach you, move back through the pack’s edge, Frost Nova again (Cold Snap resets it) and cast a second Blizzard. Save Blink for a clean exit.
- Finish low mobs with Cone of Cold, ideally on a Frost Nova or a Fingers of Frost proc so Shatter makes it crit.
- If anything goes wrong, Ice Block, let the pack reset around you, then Frost Nova and Blink away. Drink after every big pull.
Leveling tips
- Before 22, quest normally with Frostbolt; your early points (Elemental Precision, Improved Frost Nova, Permafrost) already help there.
- Pick camps with melee humanoids or beasts that stand close together: gnoll, kobold, murloc and worgen camps, or large boar and spider areas. Avoid mobs that flee at low health.
- Conjure a large stack of water before a session; you drink after every pull. Conjure Mana Agate from 28 and Evocation from 20 cover emergencies.
- Stamina gear matters more than for questing. You will take stray hits on every big pull; a few extra Stamina points save many deaths.
- Spell cleave dungeons use exactly this build. Wailing Caverns, Shadowfang Keep and Razorfen Kraul reward a Blizzard group once everyone has Improved Blizzard.
- Tailoring and First Aid: bandages between pulls save mana, and Tailoring makes your own Stamina and Intellect gear.
After level 60
At 60 the build is ready for AoE farming at endgame and still does fine single-target work. If you spend more time questing than grinding, swap Frostbite and Improved Cone of Cold for Improved Frostbolt from the Shatter guide.
