Theorycrafted before the WoW Forever beta (September 17, 2026). The leveling plan follows the proven Classic leveling builds, the talents use the pre-release WoW Forever trees on this site, and ability levels quoted from Classic may differ in Forever. Expect updates once the beta is testable.

Overview

Levels 10–60 · Frost Mage, solo questing and grinding.

This is the steady, low-risk way to level a mage: pull one mob with Frostbolt, keep it slowed, freeze it when it reaches you and finish it while it cannot hit back. It follows the classic single-target Frost leveling path (Improved Frostbolt, Frostbite, Ice Shards, Shatter, Ice Block, Cold Snap, Ice Barrier) but uses what the WoW Forever Frost tree adds. Ice Lance deals 300% more damage to frozen targets, so every Frost Nova or Frostbite proc turns into a burst of instant damage, and Fingers of Frost lets your chills treat the next spell as if the target were frozen. Winter’s Chill now applies on every Frost damage spell, which makes it a real single-target talent instead of a raid debuff. The build stays entirely in Frost: the Forever tree has enough useful rows that the Classic Arcane dip for Arcane Concentration is not needed.

Why this build

  • Very safe questing. Frostbolt’s slow, Frost Nova, Frostbite and Fingers of Frost mean melee mobs spend most of the fight walking or frozen.
  • Burst on frozen targets. Shatter plus Ice Shards turns Ice Lance and Frostbolt on a frozen target into double-damage crits, which ends most fights before your mana does.
  • Two escape layers. Ice Block and Cold Snap reset each other and Frost Nova, and Ice Barrier stops damage from pushing back your casts.
  • Works in contested zones. You never need big pulls, so a crowded quest area or a world PvP fight does not break the plan.

Weak spots

  • Slower than AoE grinding when a zone has open packs of melee mobs; switch to the AoE guide from 22 if that is how you want to level.
  • Frost-immune or root-immune mobs (elementals, some bosses) remove half your toolkit. Kill them with plain Frostbolts or skip them.
  • Casters and ranged mobs do not care about slows. Line-of-sight pull them around a corner or Counterspell them.

Talent order by level

One point per level from level 10 to 60. The talent tree above shows the finished level 60 build; use the level slider to see it at any level.

  • Levels 10–14 · Improved Frostbolt 5/5 — 0.5 sec faster Frostbolt at 5/5: more casts before a slowed mob reaches you.
  • Levels 15–17 · Frostbite 3/3 — Chills get a 15% chance to freeze the target for 5 sec at 3/3, which is free Shatter windows during normal Frostbolt casting.
  • Levels 18–22 · Ice Shards 5/5 — Doubles the critical strike damage bonus of your Frost spells: the payoff for every crit on a frozen target.
  • Levels 23–24 · Improved Frost Nova 2/2 — 4 sec shorter Frost Nova cooldown, so almost every mob gets a Nova.
  • Level 25 · Ice Lance 1/1 — Frost damage that deals 300% more to frozen targets: your finisher after Frost Nova.
  • Levels 26–28 · Piercing Ice 3/3 — +6% Frost damage on everything you cast.
  • Levels 29–33 · Shatter 5/5 — +50% critical strike chance against frozen targets at 5/5, so shattered Ice Lances and Frostbolts almost always crit.
  • Level 34 · Ice Block 1/1 — 10 sec of immunity when a pull goes wrong; stand in it until Frost Nova or Blink is ready.
  • Level 35 · Cold Snap 1/1 — Finishes the cooldowns of your other Frost spells: a second Frost Nova or Ice Block. Also required for Ice Barrier.
  • Levels 36–37 · Fingers of Frost 2/2 — Chills get a 30% chance to treat your next spell as if the target were frozen, so Ice Lance and Shatter work without spending Frost Nova.
  • Levels 38–39 · Frost Channeling 2/3 — 15% cheaper Frost spells at 3/3: fewer drinking breaks.
  • Level 40 · Ice Barrier 1/1 — Instant absorb shield; while it holds, damage cannot interrupt or delay your casts. Cast it before every pull.
  • Level 41 · Frost Channeling 3/3 — finish the talent.
  • Levels 42–46 · Winter’s Chill 5/5 — Every Frost damage spell stacks Winter’s Chill on the target, up to 10% extra Frost crit chance at 5 stacks.
  • Levels 47–48 · Arctic Reach 2/2 — 20% more Frostbolt range and a 20% wider Frost Nova and Cone of Cold: open from further away and catch mobs that sidestep.
  • Levels 49–51 · Elemental Precision 3/5 — More hit chance with Frost and Fire spells (+5% at 5/5), which matters against mobs above your level.
  • Levels 52–54 · Permafrost 3/3 — Chills last 3 sec longer and slow an extra 10% at 3/3, so kited mobs stay slowed between Frostbolts.
  • Levels 55–56 · Elemental Precision 5/5 — finish the talent.
  • Levels 57–58 · Frost Warding 2/2 — 30% more armor and resistances from Frost Armor and Ice Armor at 2/2, for the hits you do take.
  • Levels 59–60 · Improved Cone of Cold 2/3 — More Cone of Cold damage, for finishing two mobs at once.

Key levels

  • Level 10 · Frost Nova is trained. Your first talent goes into Improved Frostbolt for faster casts.
  • Level 20 · Blink, Evocation and Mana Shield arrive. Ice Shards is filling up, so frozen targets start taking big crits.
  • Level 25 · Ice Lance is learned from the talent. Frost Nova, then Ice Lance, is now your standard finish.
  • Level 26 · Cone of Cold is trained: a second slow and an instant finisher when a mob breaks out of Frost Nova.
  • Level 29 · Shatter starts. At 5/5 frozen targets take +50% critical strike chance from all your spells.
  • Level 35 · Cold Snap: a second Frost Nova or a second Ice Block when a pull goes wrong.
  • Level 40 · Ice Barrier. Cast it before every pull; while it holds, damage cannot interrupt or delay your casts.
  • Level 46 · Winter’s Chill is full: every Frost spell stacks up to 10% extra Frost crit chance on the target.
  • Level 60 · Frost Warding and Improved Cone of Cold round out the build for safer pulls of two or three mobs.

How to pull and kill

  1. Buff Frost Armor (Ice Armor from 30) and Arcane Intellect, and from level 40 cast Ice Barrier before you pull.
  2. Open with Frostbolt at maximum range and cast a second one while the slowed mob walks towards you.
  3. When it reaches melee range, Frost Nova, then Ice Lance. With Shatter the frozen target takes near-guaranteed crits; a Fingers of Frost proc lets you do the same without Nova.
  4. Step back out of melee range and keep casting Frostbolt until Frost Nova is ready again; use Cone of Cold if it catches you early.
  5. For an extra mob, Polymorph it before the fight, or Frost Nova both and kill one at range. Ice Block, Cold Snap and Blink are your exits if a third one joins.
  6. Finish low targets with a wand or Fire Blast instead of a fresh Frostbolt to save mana, then drink before the next pull.

Leveling tips

  • Conjure your own food and water (Conjure Water from 4, Conjure Food from 6) and upgrade them every time a new rank is trained. You should never buy drinks.
  • Wand early. A wand finishes low mobs for no mana; any green wand from a vendor or the auction house is a big upgrade at 10–20.
  • Tailoring is the natural profession: cloth drops everywhere while leveling and it makes your own robes and bags. Enchanting pairs well with it.
  • Quest zones by level: starting zones to 10, Westfall, Loch Modan, the Barrens or Silverpine to 20, Redridge, Darkshore, Hillsbrad or the Barrens to 30, Arathi, Desolace, Stranglethorn and Dustwallow to 40, Tanaris, Feralas and the Hinterlands to 50, then Un’Goro, Felwood, Winterspring and the Plaguelands.
  • Keep Elemental Precision in mind against mobs above your level. This build finishes it late because at-level quest mobs rarely resist Frostbolt.
  • Teleport and portal spells (from 20 and 40) save a lot of travel time: turn in city quests and train without flying back.
  • Frost-immune elementals are the one target type to avoid. Pick different quests or kill them with Fire Blast and a wand.

After level 60

At 60 you have a full Frost build that works in most dungeons. For a spell cleave group or an AoE farming session, respec towards the AoE Frost guide, which uses the same core with Improved Blizzard and Permafrost.
