Theorycrafted before the WoW Forever beta (September 17, 2026). The leveling plan follows the proven Classic leveling builds, the talents use the pre-release WoW Forever trees on this site, and ability levels quoted from Classic may differ in Forever. Expect updates once the beta is testable.
Overview
Levels 10–60 · Retribution Paladin, solo questing and grinding.
Retribution is the standard way to level a Paladin alone. You are slower than a Warrior on a fresh pull but almost never die, because you wear heavy armor, carry heals and have Divine Protection for mistakes. The Classic guides start with Benediction so Judgement and seals stop draining your mana, pick up Seal of Command at 20 and build toward Vengeance. The WoW Forever Retribution tree keeps that spine and adds a lot around it: Sanctified Judgement returns mana on every Judgement, Crusade adds damage (more against undead and demons), Sacred Arbiter ties Holy Strike to your Judgements and Twist of Light lets a seal swap apply your old seal one more time. Consecration is baseline in Forever, so you no longer spend a talent on it.
Why this build
- Very low death risk. Plate from 40, Flash of Light between swings, Lay on Hands and Divine Protection make most bad pulls survivable.
- Mana lasts. Benediction makes seals and Judgement 15% cheaper and Sanctified Judgement gives back 60% of the judged seal’s cost.
- Big single-target hits. Seal of Command procs on a slow two-hander plus Vengeance and Two-Handed Weapon Specialization make each swing count.
- Great against undead and demons. Crusade adds extra damage against them and Exorcism works only on them, which suits Duskwood, the Plaguelands and Felwood.
Weak spots
- Slow kills before 20. Until Seal of Command you are mostly auto attacks and Seal of Righteousness; accept it and quest efficiently.
- Several mobs at once cost a lot of mana. Consecration helps, but Protection handles large pulls far better.
- Runners and casters. You have no ranged pull besides Judgement and Exorcism against undead and demons; Hammer of Justice stops a runner once.
Talent order by level
One point per level from level 10 to 60. The talent tree above shows the finished level 60 build; use the level slider to see it at any level.
- Levels 10–14 · Benediction 5/5 — Up to 15% cheaper Judgement and seals. You cast both on every pull, so this is the first mana talent.
- Levels 15–16 · Improved Judgement 2/2 — 2 sec shorter Judgement cooldown: more Judgements per fight and more Sanctified Judgement refunds later.
- Levels 17–19 · Conviction 3/5 — Up to +5% melee critical strike chance, which feeds Vengeance from level 30.
- Level 20 · Seal of Command 1/1 — Your swings have a chance to add 70% weapon damage as Holy damage. Your main seal for the rest of the game.
- Levels 21–22 · Conviction 5/5 — finish the talent.
- Levels 23–25 · Sanctified Judgement 3/3 — Judgement returns 60% of the judged seal’s mana cost. Three points also unlock Vengeance.
- Levels 26–27 · Crusade 2/2 — +2% damage to everything and another 2% against undead and demons.
- Levels 28–29 · Pursuit of Justice 2/2 — +8% movement speed on foot and mounted: less travel time between quests.
- Levels 30–32 · Vengeance 3/3 — +9% Physical and Holy damage for 8 sec after any weapon, spell or ability crit. With Conviction it is up most of the fight.
- Levels 33–35 · Two-Handed Weapon Specialization 3/3 — +9% damage with the two-handed weapons you level with.
- Level 36 · Repentance 1/1 — Incapacitates a humanoid for up to 6 sec; any damage wakes it. Take the second mob out of a pair.
- Levels 37–39 · Vindication 3/3 — Your melee hits can lower the target’s Strength and Agility by 15%: less damage taken from every mob.
- Level 40 · Twist of Light 1/1 — Replacing a seal gives an Echo, so your next swing also applies the old seal’s effect.
- Levels 41–43 · Champion of the Light 3/3 — Spell damage and healing from your Intellect: more Consecration, Exorcism, Judgement and Flash of Light.
- Level 44 · Sacred Arbiter 1/1 — +10% Holy Strike damage, and Holy Strike refreshes all your Judgement effects on the target.
- Levels 45–46 · Holy Conduit 2/2 — 40% cheaper Consecration, Exorcism, Holy Wrath and Hammer of Wrath, so you can use them on single pulls too.
- Levels 47–51 · Divine Strength (Holy) 5/5 — +10% Strength from Holy: more attack power and more block from every piece of gear.
- Levels 52–54 · Improved Seals (Holy) 3/3 — +15% damage from your Seals and Judgements, which covers every Seal of Command proc.
- Levels 55–59 · Divine Intellect (Holy) 5/5 — More Intellect: a bigger mana pool and more spell damage through Champion of the Light.
- Level 60 · Deflection 1/5 — +1% parry chance with the last spare point.
Key levels
- Level 10 · Benediction starts, and Lay on Hands arrives from the trainer.
- Level 12 · The Redemption class quest: finish it early, it matters the moment you group.
- Level 20 · Seal of Command from talents, plus Exorcism and Flash of Light from the trainer.
- Level 30 · Vengeance: +9% Physical and Holy damage for 8 sec after every crit.
- Level 36 · Repentance: a 6 sec incapacitate on humanoids that turns a two-mob pull into two one-mob pulls.
- Level 40 · Twist of Light, plate armor and the class quest for your Warhorse mount.
- Level 44 · Hammer of Wrath from the trainer: a ranged finisher on low-health mobs. Sacred Arbiter arrives at the same level.
How to pull and kill
- Before the pull: Blessing of Might, Retribution Aura or Devotion Aura, and Seal of Righteousness (before 20) or Seal of Command (from 20).
- Open with Judgement once your seal is up, then put the seal right back on. Benediction and Sanctified Judgement keep this affordable on every pull.
- Melee and keep the seal active. Seal of Command procs on your swings; judge again when Judgement comes off cooldown and you have the mana. Use Holy Strike on cooldown; from 44, Sacred Arbiter makes it refresh your Judgement effects on the target.
- Twist of Light (40): swap from Seal of Righteousness to Seal of Command (or back) and your next swing applies the old seal as well. Do it right after a Judgement so the new seal was going on anyway.
- Two mobs: Repentance one humanoid, or put Consecration down and fight both. Hammer of Justice the caster or the runner.
- Emergencies: Flash of Light when you are below 40% with mana to spare, Divine Protection when you are not, Lay on Hands as the last resort. From 44, finish runners with Hammer of Wrath.
Leveling tips
- Use the slowest two-hander you can find. Seal of Command gains from weapon speed, and Two-Handed Weapon Specialization adds 9% on top. Quest rewards with a 3.5+ speed are worth taking even with fewer stats.
- Drink and eat together. Paladins rest on both mana and health; start each rest with both so you only sit down once.
- Undead and demon zones are your best zones: Duskwood (20s), the Scarlet Monastery wings (31–45), Felwood and Western and Eastern Plaguelands (50s). Crusade and Exorcism make them faster than anywhere else.
- Zones by level: Westfall, Loch Modan or Darkshore for 10–20, Redridge, Wetlands and Duskwood for 20–30, Arathi Highlands, Desolace and Stranglethorn Vale for 30–40, Tanaris, Feralas and the Hinterlands for 40–50, and Un’Goro, Felwood, Burning Steppes and the Plaguelands for 50–60.
- Dungeons: groups love a Paladin for blessings and a spare healer. Scarlet Monastery (31–45), Zul’Farrak (45–51) and Stratholme (59–60) are good Retribution runs.
- Mining and Blacksmithing or Herbalism and Alchemy both work well. Mana potions from Alchemy save many rest breaks on long quest chains.
After level 60
At 60, keep this build for solo play and dungeons. For raids, move the Repentance and Vindication points into Instrument of Law and other group talents.
